New accounts do get 2 character slots per server (so in principle you can have 10 per account, or you could also create additional accounts). And, well, the reason is because they sell additional character slots.

Free Character Slot Tera Euchre

who registered the expansion and have been loyal to the game by having been active in the game 12 months or more will receive a free character slot on May 11th, 2010 and May 25th, 2010. All other accounts will be able to purchase up to 10 additional character slots for the normal price of 1,500 points.
Veteran Character Slot
Veteran players will receive one additional character slot to their accounts. To qualify as a veteran, a player must have registered the expansion and been active in the game for 12 months or more. It does not matter if those 12 months were acquired over different periods. So a player who for example had a subscription for 3 months, then took a break and was after that again registered for another 6 months and later on again for 3 months would be one of those veterans. Here are some more examples to explain who will be getting this free additional character slot:

• A player who registered the expansion, registered 12 months ago and has paid every month would get it.
• A player who registered the expansion, registered 6 months ago and has bought a 12 month subscription would not get it as of today he has been an active customer for 6 months.
• A player who registered the expansion, registered 18 months ago and has only paid for 11 months would not get it as it does not matter when the first registration was made but how many months the registration has been running.
• A player who has not registered the expansion will not get it.

There will be two specific dates when this free character slot will be added to a veteran's account: 11th of May 2010 and 25th of May 2010. This reward will only be given to accounts that are active and in good standing on these specific dates. Veterans who have a running subscription on the 11th of May will therefore receive this additional character slot on the 11th of May. Returning veterans or players who become a veteran between the 11th of May and 25th of May will receive their additional character slot on the 25th of May. This is when the offer ends, so any veteran who returns after the 25th of May will not be eligible for this offer.
This means that if a veteran for example returns on the 15th of May, the veteran will not receive the additional character slot before the 25th of May.
10 additional Character Slots for purchase
We will increase the available character slots on the billing pages from 3 to 10. Each of these can be purchased for the same prices as before (1500 points per slot). This should give every player the possibility to get enough character slots on their accounts if they so choose. The total of available character slots per account can not exceed 18 though (8 from the game and 10 additional ones purchased over the billing page).
Please Note: Veteran players who get the free character slot mentioned above will therefore be able to purchase 9 additional ones as the total of available character slots per account can not exceed 18.
